patch: Restructure timer patches Redesign timer patch file structure for better modularity. Now, `timer/<chip>.yaml` defines all timer peripherals for a chip and uses peripheral-level includes for patching the actual peripheral. The actual peripheral patches live in `timer/dev/<type>.yaml`.
