services: nginx: Ensure ‘stop’ is synchronous.
Fixes guix/maintenance#17.
Fixes a bug whereby ‘nginx -s stop’ might return before the main nginx process
has actually stopped, which in turn would lead ‘herd restart nginx’ to hang.

‘make-kill-destructor’.
