  Rewrite in terms of `recutils->alist'.  Remove `state' parameter.
  Specify "doc-url" and "language" as multiple-value keys in the
  `alist->record' call.

records: `alist->record' supports multiple-field occurrences.

  parameter.  Update docstring, and honor it.
