Adding the Waldo PCB (PCB for the Holz keyboard) (#4817)

* Added Waldo keyboard base files and default keymap

* Updated Waldo files and added keymap for split shift and split backspace

* Updated meta-data for the Waldo board

* Apply suggestions from code review
