[Keyboard] Add 1upkeyboards 1up80hte (Tsangan style PCB) (#4988)

* Support for 1upkeyboards Tsangan style PCB

* Suggested changes to config.h, keymap.c, rules.mk, 1up60hte.h, 1up60hte.c

* Update keyboards/1upkeyboards/1up60hte/keymaps/default/keymap.c

Fix for misnamed const
