gnu-maintenance: Better fix for 'guix refresh --update'.

The previous fix introduced in commit 8176277487 ("import: Avoid duplicate
trailing '/' in computed import URL.") regressed on the handling of *file*
source URIs:

  $ guix refresh cairo --update
