gnu: python-uniseg: Update to 0.10.0.

* gnu/packages/python-xyz.scm (python-uniseg): Update to 0.10.0.
[build-system]: Switch to pyproejct-build-system.
[arguments] <tests?>: Enable them.
[native-inputs]: Remove unzip; add python-pytest, python-setuptools, and
python-setuptools-scm.
