gnu: python-bitstring: Update to 4.3.1.

* gnu/packages/python-xyz.scm (python-bitstring): Update to 4.3.1.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:phases>: Remove them.
<#:test-flags>: Ignore benchmarks.
[native-inputs]: Add python-gfloat, python-setuptools, python-wheel.
[propagated-inputs]: Add python-bitarray.
