gnu: tensorflow-lite: Fix build.

* gnu/packages/machine-learning.scm (tensorflow-lite): Fix build.
[inputs]: Replace old abseil-cpp with current version.
[phases]: Add stages to patch sources for build with current versions of
abseil-cpp and opencl.
