gnu: python-txsni: Update to 0.2.0.

* gnu/packages/python-xyz.scm (python-txsni): Update to 0.2.0. Improve
style.
[source]: Use the latest git tag instead of commit.
[build-system]: Switch to pyproject-build-system.
[arguments] <test-backend>: Use 'custom.
<test-flags>: Run tests with twisted.
[native-inputs]: Add python-setuptools.
