gnu: python-arrow: Move to pyproject-build-system.

* gnu/packages/time.scm (python-arrow): Improve package style.
  [build-system]: Move to pyproject-build-system.
  [arguments]: Moving check replacement phase from <#:phases> to
  equivalent <#:test-flags>.
