Subject: [PATCH] gnu: python-soundfile: Update to 0.13.0.

* gnu/packages/audio.scm (python-soundfile): Update to 0.13.0.
[build-system]: Use pyproject-build-system.
[native-inputs]: Add python-setuptools and python-wheel.
[arguments]: Use SEARCH-INPUT-FILE; enable tests.
