[arguments] : Do not max out availalbe thread, keep them on 4 for stability; rework skipped/ignored tests. : Remove 'versioneer, and 'patch-pyproject. [propagated-inputs]: Remove python-dask-expr; add python-lz4 and python-pyarrow. [native-inputs]: Remove python-importlib-metadata and python-versioneer; add python-pytest-asyncio, python-pytest-mock, python-pytest-timeout, python-setuptools-scm-next, and tzdata-for-tests.
