* gnu/packages/graphviz.scm (python-pygraphviz): Update to 1.14.
[build-system]: Switch to pyproject.
[native-inputs]: Remove python-nose and python-doctest-ignore-unicode;
add python-setuptools and python-wheel.
[description]: Start from a new line and apply fill paragraph.
