gnu: python-log-symbols: Reduce closure size.

* gnu/packages/terminals.scm (python-log-symbols): Reduce closure size.
  [arguments] <tests?>: Disable as no provided with PyPI archive.
  <phases>: Remove 'relax-requirements.
  [native-inputs]: Remove python-coverage, python-nose, python-pylint,
  python-tox, and python-wheel.
