Subject: [PATCH] gnu: python-requestsexceptions: Disable tests.

* gnu/packages/openstack.scm (python-requestsexceptions):
[source]: Switch to git-fetch.
[arguments]<#:tests?>: Disable them.
<#:phases>: Add phase 'set-version.
[native-inputs]: Add python-os-testr.  Remove python-wheel.
[synopsis, description]: Improve style.
