gnu: ikiwiki: Revert to standard wrapper.

* gnu/packages/web.scm (ikiwiki)[arguments]: Remove
unnecessary 'include-PERL5LIB-in-wrapper' phase.  The PERL5LIB
environment variable may be set in the user's setup file instead.
