perform-download: Remove unused one-argument clause.

Code in ‘builtins.cc’ only ever invokes ‘guix perform-download’ with two
arguments.

unused one-argument clause.
(perform-download): Make ‘output’ parameter mandatory; remove ‘output*’
variable.
