* gnu/packages/freedesktop.scm (python-libevdev): Update to 0.13.1.
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:phases>: Remove 'check phase replacement.
[native-inputs]: Add python-setuptools.
[description]: Improve style.
