gnu: linux-libre-6.16: Add armhf-linux support.

* gnu/packages/aux-files/linux-libre/6.16-arm.conf: New file.
* gnu/packages/linux.scm (linux-libre-6.16): Add "armhf-linux" to
supported systems.
* Makefile.am (AUX_FILES): Add 6.16-arm.conf.
