gnu: python-jupyter-packaging: Switch to pyproject.

* gnu/packages/jupyter.scm (python-jupyter-packaging):
[build-system]: Switch to pyproject-build-system.
[arguments]<#:phases>: Replace 'check phase with a 'configure-tests phase.
[native-inputs]: Add python-setuptools.  Remove python-coverage and
python-pytest-cov.
