gnu: Move libwebsockets to (gnu packages web).

* gnu/packages/libwebsockets.scm: Remove.  Move libwebsockets package
  definition to...
* gnu/packages/web.scm (libwebsockets): ... here.
* gnu-system.am (GNU_SYSTEM_MODULES): Remove libwebsockets.scm.
