gnu: python-flake8-blind-except: Switch to pyproject.

* gnu/packages/python-xyz.scm (python-flake8-blind-except):
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[native-inputs]: Add python-setuptools.  Remove python-pycodestyle.
[propagated-inputs]: Add python-pycodestyle.
