gnu: python-sgp4: Fix tests.

* gnu/packages/astronomy.scm (python-sgp4):
  [arguments] <test-backend>: Use 'custom.
  [native-inputs]: Remove python-wheel, and python-setuptools-next, add
  python-setuptools.
