gnu: python-requestsexceptions: Switch to pyproject.

* gnu/packages/openstack.scm (python-requestsexceptions):
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Enable them.
<#:phases>: Add 'relax-requirements phase.
[native-inputs]: Add python-pbr, python-setuptools, python-wheel.
