gnu: python-hyperopt: Fix build.

* gnu/packages/machine-learning.scm (python-hyperopt):
[arguments] <test-flags>: Move test logic from custom 'check phase here.
<phases>: Use default 'check.
[propagated-inputs]: Remove python-numpy; add python-numpy-1 and
python-scikit-learn.
