gnu: python-serpent: Fix tests.

* gnu/packages/python-xyz.scm (python-serpent):
[source]: Switch to git-fetch.
[arguments]: Set <#:test-backend> and <#:test-flags>.
[native-inputs]: Remove python-wheel.
