gnu: multipath-tools: Update to 0.9.6.

* gnu/packages/linux.scm (multipath-tools): Update to 0.9.6.
[#:make-flags]: Set systemd_prefix to output and remove SYSTEMDPATH.
[#:phases]: Add phase 'no-fortfify-3 before 'build.
[inputs]: Add util-linux "lib" output for libmount.
