Subject: [PATCH] gnu: librsvg: Fix cross-compiling on some architectures.

Fixes guix/guix#2675.

* gnu/packages/gnome.scm (librsvg)[arguments]: Adjust the configure-flags
when cross-compiling to also set the RUST_TARGET.
