gnu: python-sphinx-intl: Switch to pyproject.

* gnu/packages/sphinx.scm (python-sphinx-intl):
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-flags>: Disable failing tests.
[native-inputs]: Add python-mock, python-pytest, python-setuptools.
