gnu: cpupower: Fix build after Linux 6.14 release.

This should not break older kernel's versions.

* gnu/packages/linux.scm (cpupower)[arguments]: Set $CC.
Remove obsolete /bin/pwd fix.
[native-inputs]: Add which.
