gnu: python-clingo: Build from sources.

* gnu/packages/potassco.scm (clingo)[source]: Also delete
“libpyclingo/_clingo.c”.
(python-clingo)[#:phases]: Add ‘generate-sources’.  Remove ‘fix-failing-tests’.
