* gnu/packages/golang-web.scm (go-github-com-quic-go-qpack): Update to 0.5.1.
[arguments] <tests?>: Enable the most of them.
<test-subdirs>: Run test only from the project's root.
[propagated-inputs]: Remove go-github-com-onsi-ginkgo and
go-github-com-onsi-gomega.
[native-inputs]: Add go-github-com-stretchr-testify.
[description]: Fix fill column.
