* gnu/packages/python-xyz.scm (python-colorcet): Update to 3.1.1a1.
[native-inputs]: Remove python-pytest-cov, python-setuptools, and
python-wheel; add python-setuptools-next and python-setuptools-scm.

Closes: guix/guix#2540.
