gnu: pelican: Enable tests.

* gnu/packages/python-xyz.scm (pelican)[arguments]: Remove '#:tests?'.
<#:test-flags>: Skip three failing tests.
[native-inputs]: Add python-anyio, python-beautifulsoup4, python-lxml,
python-pytest, python-smartypants, python-typogrify.
