gnu: python-stdio-mgr: Fix build.

* gnu/packages/python-xyz.scm (python-stdio-mgr) [source]: Swap to git
checkout containing tests.
[arguments]<test-flags>: Ignore doctests.
[native-inputs]: Add python-pytest, python-setuptools, and python-wheel.
[description]: Start from a new line.
