gnu: python-terminaltables: Switch to pyproject.

* gnu/packages/python-xyz.scm (python-terminaltables):
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Disable them for now.
[native-inputs]: Add python-colorclass, python-colorama,
python-pytest, python-setuptools, python-termcolor.
