gnu: python-zstandard: Update to 0.23.0.

* gnu/packages/python-compression.scm (python-zstandard): Update to 0.23.0.
  [build-system]: Use pyproject.
  [arguments] <phases>: Add 'patch-build-system, and 'build-extensions.
  [native-inputs]: Remove python-hypothesis; add python-pytest and
  python-setuptools.
