rework Makefile

- allow user to use a different pkg-config binary
- restore almost all (and add other ones) warning flags (-Werror is not set)
- $(XWAYLAND) is added to our CPPFLAGS
- remove useless comments
- don't generate idle-protocol.h (not used)
